Having moved from the U.S. to Mexico, and living here for almost a year, I can understand it a little. It's traditional. The bars on the windows would do very little if someone wanted to get into their house. Typically a screw driver would gain access. But South of the U.S. Cartels rule because they have the money. Remember the new Golden Rule, "Who ever has the gold makes the rules" It is also happening in the U.S. but no one knows who the "Cartel" is.
