Try this and see if it helps in your efforts.
I use this method on the very dark scans
1. Open a single page with no layers
2. Set Foreground and Background color to Black and White
3. (If needed) Use the Dodge Tool set Range: Midtones, Exposure: 50%
or less. Lightly go over the darker parts of the image, especially
the inner & outer edges of the panels.
4. Duplicate the layer
5. Apply a Photocopy Filter to duplicated layer (Filter>Sketch).
Settings - Detail: 5 Darkness: 5
Set Layer Opacity to 50% or less (I use 40%)
Set Blend Mode to Overlay
6. Create a Selective Color Adjustment Layer - settings:
Colors: White - move Black slider to -56
Colors: Neutral - move Black slider to +30
Colors: Black - move Black slider to +35
7. Flatten Image
8. Go to Image>Adjustments>Match Color.
Put a check mark in the Neutralize Box.
Luminance, Color Intensity, and Fade you can leave as is or adjust
to your liking.
9. If you see a slight green cast add about a 20% Magenta Photo Filter
or a -20 Hue adjustment layer to offset the green cast
10. Flatten Image.
11. Now clean up the Background around the panels.
